Assisted Home Performance (AHP)

Assisted Home Performance with ENERGY STAR provides a 50% incentive to income-eligible households to pay for a portion of the work, the owner (or tenant) is responsible for the balance. The 50% incentive or financing is available only if the Comprehensive Home Assessment and work is performed by Tompkins Community Action.

If you own your home, you may be eligible for low-interest financing to make the energy efficiency improvements even more affordable. The cost of improvements may be paid for through energy savings! And if you're income-qualified, you may be eligible to receive an incentive through Assisted Home Performance with Energy Star.

Renters: Income-qualified tenants can receive up to a 50% subsidy towards the purchase of ENERGY STAR appliances and lighting or other energy-reducing products.

EmPower New York

The focus of EmPower New York is on cost-effective electric reduction measures, particularly lighting and refrigerator replacements, as well as other cost-effective home performance strategies such as insulation, and health and safety measures.
 
Funding is limited, and services will be targeted to customers on the basis of energy usage and the potential for energy-saving measures. In order to qualify, customers must meet the income eligibility guidelines detailed in the application, reside in a 1 to 4 family building, and be the customer of record for one of the following utilities: Central Hudson, Con Edison, National Grid, NYSEG, Orange & Rockland, or Rochester Gas and Electric.

There is no cost to the customer for these efficiency improvements. In rental situations, certain measures that directly benefit the eligible tenant are eligible without a landlord contribution. Additional measures generally require a 25% landlord contribution.

Home Energy Assistance Program (HEAP)

Provides assistance for heating emergencies;
protects families who are unable to meet deadlines for paying utility bills.

Weatherization Assistance Program

Performs energy audits and building performance services for income eligible consumers, provides efficient energy use education, and applies health and safety measures to ensure the quality of an energy efficient home/apartment.

Weatherization Referral Assistance Program (WRAP) -

WRAP Packager helps low-income consumers to locate and coordinate resources for housing issues and needs beyond the scope of Weatherization. Check out the Human Resource Directory Web site for services to meet a variety of your needs.
